This legislation moves America’s immigration system away from random selection and toward a merit based standard that rewards education, skills, high value job offers, military service, and the ability to communicate in English.
Most importantly, H.R. 8586 requires merit based green card applicants to meet an English language threshold before applying and awards additional points for stronger English proficiency. That is a pro American, pro immigrant, and pro taxpayer reform.
