House of Representatives
H.R.5177
Introduced by: Rep. Byron Donalds (R-FL-19)
“To amend title 49, United States Code, with respect to the enforcement of certain safety requirements relating to commercial motor vehicle drivers, and for other purposes.”
This amendment would enhance enforcement of English proficiency requirements for commercial truck drivers by directing the U.S. Department of Transportation to assess drivers’ language ability at interstate weigh stations.

H.R.3608 – Connor’s Law
Introduced by: Rep. David Taylor (R-OH-2)
This bill would amend Title 49 of the U.S. Code to require that drivers of commercial motor vehicles demonstrate proficiency in English. From the bill’s text, this includes being able to converse with the general public, understand highway traffic signs, and respond to official inquiries.

H.R.6071 – Safer Truckers Act of 2025
Introduced by: Rep. Greg Steube (R-FL-17)
The bill would amend Title 49 of the U.S. Code and require that two years after enactment, any individual seeking a commercial drivers license must be proficient in English. It would also prohibit testing for this license in any language besides English.
It is a companion bill to Sen. Ashley Moody’s S.2690.
